Customising /** to /*! comment blocks in JS

Theoretically, would it be possible to allow to customise comment blocks in JS to be /*! instead of /**? This package drives rollup-plugin-license which has a feature request about this (mjeanroy/rollup-plugin-license#308) and if it was implemented here, rollup-plugin-license would be able to tap that. On a big picture, JS licence comment blocks need this.
