Window closes once i close last tab

Title says it all I remember there was an option to keep the window open once you close the last tab which I cant find anymore unless it was named to something else

Duplicate of #338. Which is already resolved in 120 release.
chrome://flags/#close-window-with-last-tab which allows you to keep the application open when closing the last tab (i.e. closing the last tab will simply open a new blank one)
