Context

The certificate / CA that is used by RDS is set to expire on August 22nd, 2024. This issue is for tracking the update to our RDS configuration and update to the recommended CA.

Solution or next step

  • Update terraform for API database instance to use recommended CA
  • Test deploy on staging

Changes have been applied to the server, also addressed in #3507 to explicitly set in terraform
