Anlayze and describe the "Offentlig Varslingsinformasjon for Virksomheter"-integration to the same level as KRR

In contrast to KRR, this integration is (perhaps) two-way, so there are more logistics and moving parts.

The goal is to build out #177 to match #176

The plan is to mirror the Altinn2-implementation.

Acceptance criteria:

• Refinement-session conducted (if needed)
• Epic Establish BR (official contact information for organizations) as a replicated datasource in Altinn 3 #177 described and detailed with subtasks/stories ready for planning (i.e. with sufficient content/details/clarity as would be expected post refinement)
