OVV - Create Read-API (for Altinn3 internal clients)

API to support internal clients reading data from our OVV-clone. Minimum API (e.g. "find by org no) to support testing is sufficient. Additional searches can be introduced when needed.

Write-API will be covered in #201

Tasks

• Create a new controller to handle OVV operations against external consumers
• Create a new controller for internal access to OVV data.
• Add a new endpoint that can give provide OVV data to a caller based on national identity number.

Acceptance criteria

• The OVV data for an org. can be retrieved on a new endpoint.
