Modal windows does not block other elements

Any Modal window of game process does not block other elements on the page.

Environment: Linux Ubuntu 22.10
browser: Mozilla Firefox (110.0.1) or Google Chrome (111.0.5563.64)
Stand: test and prod

Steps to reproduce:

1. Go to the stand
   

2. Wait for the modal window to appear with any text
   

3. Click on menu-buttons Settings / Building / City / How To Play / Discord
   

4. Click on any elements on game place or page Settings
   

EX: Any modal window of game process should only be show on the playing field (City/Building). Or only City.
If a modal window is displayed, game elements are blocked.

AR: The modal windows of game process does not block elements on the playing fields.
