Clicking the "Install Jetpack and connect" button on the WC Orders page results in an error. If you click this button on the Plugins page though, it works well.

You can get this banner to display by creating a new WP site, installing WC (but no Jetpack) and then in the WC onboarding flow, opting for the installation of WCS&T (but not Jetpack).

This is no longer a problem with the new Jetpack Connection auth flow implemented in #2439.
