Installation Tests for All Languages

Currently the test-ie-installation tests only covers that the scenarios exist locally after the default set of scenarios are installed. We need a slightly more comprehensive test to cover all the permutations of the language packs.

We could possibly define the job as a matrix and then list out the language pack variations as one of the matrix parameters, but it would spawn 1 job per language pack.
