Now that this library has been transferred to the ChainAgnostic Github organization, I propose we make the following changes:

add @shrugs as one of the main authors (inc NPM publishing rights)
change license to be owned by ChainAgnostic
rename the repository to js-caip

Also if @ukstv would like to become a maintainer, let me know
