[EPIC] High priority issues

The following issues are causing serious pain for users (listed in rough order of priority):

Parking AI:

• Possible parking issue with "Parking Roads" assets #423 - Possible Definite parking issue with "Parking Roads" assets
  • Same: Parking AI broken after Campus Update #352 - Parking AI broken after Campus Update
  • Several users have reported this; the parking roads assets are very popular
• Parking "loop syndrome" less apparent but still obvious #479 - Parking "loop syndrome" less apparent but still obvious
  • I think this is likely going to require the many tweaks we are planning to parking features (will find/create separate epic for those)

Old Town policy:

• Old Town policy shouldn't affect public transport #371 - Old Town policy shouldn't affect public transport
  • Causes nightmare situations (blocks public transport) for users who enable the policy

Traffic lights:

• Timed traffic lights - warn if segments to short #302 - Timed traffic lights - warn if segments to short

Lane arrows:
