TMPE policies should be district specific

Currently we set TMPE polices in the options:

In the vanilla game on the other hand you can set traffic rules for each district. It kind of makes since if we move TMPE options from Policies tab (screenshot 1) to City policies (see screenshot 2). This allows the policies to be district specific.

We can make a new traffic tab to put all the traffic policies (selected policies in screenshots 2 and 3) and TMPE Policies (screenshot 1) in the new policy tab.

I love this idea, there's related issue: #482 (starts off regarding vanilla policies, but then goes on to discuss ideas about adding our own policies and possibly even "traffic policy districts").
