A package should be created according to http://wiki.openwrt.org/doc/devel/packages so that a pull request could be sent to openwrt/packages according to their Contributing Guidelines.

I agree, I had a pain to build it.
My one is a Archer c6, if anyone has the lucky to be with the same here is my prebuilt packages:
openwrt-netem.zip
