Faut-il créer un fichier à la racine independant qui se nommerait par exemple: GOVERNANCE.md
ou créer une file Gestion dans le trello DockerLyon ?

Si on veux jouer la totale transparence, ce que je souhaiterais j'avoue, la 1ere solution semble plus apropriée .

Ainsi nous pourrons donner une vision claire à nos membres (mais pas que) de comment on gère et de comment ils peuvent contribuer (sponsoring, speaker, .....)

I am agree with you. Do you think to be able initialize the file GOVERNANCE.md alone?
To contribute on this point, I have to make some seach.
