Achieve consensus on overset turbine runs

It was unclear what we are capable of right now due to OpenFAST conflicts. This gets messier too when we consider the repositories for the turbine inputs themselves. Could we get a conclusive discussion on what we should be shooting for? Please add or correct what I've put here:

• Phase VI turbine with RANS and transition model
• IEA 15-MW, IDDES, without FSI
• IEA 15-MW, IDDES, with FSI
