Use up-to-date L1 blob costs to keep the gas price algorithm up-to-date

Even when it hasn't received data from committed blocks, we can still tell the algorithm what the true latest_da_cost_per_byte. This will need to be adjusted to address compression rates however, so we will need to track some rolling compression rate.
