The solutions in place heading is a little confusing because it's above a list of barriers. The text explains it already, but we can probably do better. I'll incorporate changes into the text-based wireframe, but for now I would suggest:

  • Barriers with solutions in place
  • Barriers with solutions under consideration

It's not perfect, but I think it holds for now.
