A build based on caf6371 was fine (blue).

Builds starting failing at e2878ce (red). I'm not sure what's going on. Investigation is needed. Maybe the phoenix server itself is having trouble? It's described at http://guides.dataverse.org/en/4.8.3/developers/testing.html#the-phoenix-server

Note that the middle "deploy" job is failing:
