Unable to add proposal to a proposal group

When trying to add a new item proposal to a proposal group using the "Add to group" action, a dialog window appears with an undefined empty box with a small down arrow on the right. I assume this is a drop down menu that should display any existing groups. Clicking in the box results in a "Searching" message that never goes away, making it impossible to add an item to an existing group or to create a new group. Clicking outside the box makes the search message go away and allows me to select the Cancel button to exit the group assignment dialog. However, in the action menu, the previous "Add to group" action is now replaced with a greyed out "loading..." button.
