Resource Picker "MAT Thumbnails" scroll bar improvements

I just now noticed the "Thumbnails" button in the texture picker screen. It's amazing! However I was hoping you could make an improvement to the scroll bar. There are two issues:

1. The scroll wheel doesn't work to scroll the list of textures
2. Dragging the scroll bar up or down doesn't move the window content up or down until the mouse is released

It would be great if scroll wheel on mouse worked, and great if dragging the scroll bar itself updated the window as it was scrolled.

I should note that I'm using njed under wine on Linux, so it could be a wine issue. However, other scroll bars in the program work as expected. For example the resource picker itself (horizontally scrolling through texture list updates as the bar is dragged, and the scroll wheel works there).
