From what I've heard they had much troubles with the game engine as well. You can tell the game development was rushed from many game crashes and the win32 dialogs instead of proper game menus. And being late in the production most likely forced them to redesign the Shambala sanctuary level . The jeep level was probably pushed in as the result of this decision. |

I also found this, Steven Chen's lecture on game level design at GDC 1999: There is also audio recording of this session: From the recording, you can hear him showing previews of the game and screenshots of the level editor. It's a pity there is no video recording of this presentation. |

Great find! Besides, I've always suspected something like this. A keen eye may notice that in various levels some rooms are less "decorated" than others, or certain objects or bricked-up doors that shouldn't be there. The game was late, in my opinion it should have been much bigger as a map, they decided to cut off some parts, including the Shambala Waterworks, and I suspect more.
One last curiosity, there are many SHW files, among which Urgon is still renamed with the old file, as if it was always in the deleted level
