🚀 Feature Request

add bootstrap resampling functions

🔈 Motivation

It will generate bootstrap replicates of a statistic applied to data. Both parametric and nonparametric
resampling is possible. For the nonparametric bootstrap, possible resampling methods are the
ordinary bootstrap, the balanced bootstrap, antithetic resampling, and permutation.
