Code generator nuget packages aren't in correct location or sln #4162

The code generator projects create nuget packages, but not in the /csla/bin folder structure like the other projects in the solution.

They also need to be part of the csla.test.sln so they build in the CI build (along with their test projects).

They also need to be part of the csla.build.sln (without test projects) so they build for release.
