Support localisation editing within the scripting tool, including adding/removing strings

This is perfectly supported in the format to some extent. Manual modification of the localization files can add new tags, but the editor in OpenCAGE can't add new tags or remove them.

This has been on my to-do for a while! I'm planning on combining a lot of the tools into the script editor eventually, which was when I was thinking of adding this - but thanks for flagging in a ticket :)

Oh, also worth noting - this is supported via CathodeLib (see this class), it's just not in the GUI yet.

Note for the renamed ticket: localisation editing is already supported in the config tool, but it makes sense to merge it to the script editor and allow support for adding/removing strings.
