[Feature request] Add speed toggle currently implemented for MiST's Minimig

Developer robinsonb5 has been working on implementing a speed limiter/toggle for the Minimig core. This feature can help with troubleshooting some games and also allows for a more authentic stock A1200 experience, running nearer the original 14Mhz speed.

(He has also added some new fixes for several games, such as Risky Woods and Hybris, which could use porting over)

I believe that for have an original A1200 stock experience, it's quite enough not use Fast ram but only 2 mb Chip ram
