Improve the APT interface so that users understand how to

Motivation

Ensure that users are not impeded by APT's functionality, existing or potential bugs, or knowledge of use. Make users aware that there are now two options to create an ATBD, using a template or using the APT interface. Any delay in ATBD development, especially those related to interface bugs, creates user dissatisfaction with APT.

Description

Known issues, bugs or identified improvements from the previous quarter need to be completed and implemented. This list includes P1 bugs that may be identified early in the quarter. IMPACT will complete needed interface text and user guide updates and deliver these to DevSeed for implementation in the user interface. These changes and updates will improve user guidance. IMPACT will reassess the new user workflow to ensure that users are provided accurate and helpful information. The ATBD review process will be reevaluated for clarity.
