Is your feature request related to a problem? Please describe.
Investigate adding an explain api that would run on a Spark 2.x plan.

This would be a user callable api because there is no plugin point in catalyst until Spark 3.0.

Task breakdown:

  • Core initial implementation using separate module
  • update deploy scripts
