The color of the underlined text of tooltips is too light

At which URL did you encounter the problem?

When accessing Skosmos in my local environment (related #1324), using the latest master version, I noticed the underline is really light, quite hard to see. That might be due to changes from #1182 .

I think it would be better if it were a little darker? WDYT?

What steps will reproduce the problem?

1. Open Skosmos latest master version
2. Observe the "Help" menu item, where it has a very light dotted underline

What is the expected output? What do you see instead?

A better contrast between text and underline indicator.

What browser did you use? (eg. Firefox, Chrome, Safari, Internet explorer)

Firefox LTS, and Chromium on Ubuntu LTS.
