At which URL did you encounter the problem?

http://localhost/Skosmos/

What steps will reproduce the problem?

Go to page without having a vocabulary configuration file.

What is the expected output? What do you see instead?

Expected to see an error message informing me that my vocabularies.ttl is missing. Instead just getting an uncaught exception.
