Web API Implementation for OPERANDI

Describe the feature you'd like
A first implementation of the Web API according to the spec. The purpose of the implementation is to have some feedbacks about the spec and adapt it if necessary. Therefore, the implementation doesn't have to strictly stick to the current spec.

User story

• As a developer of the Web API spec, I need the spec to be implemented once in order to know:

  • if it's appropriate for other Implementation Projects to implement it as well.
  • what needs to be changed.

A while ago I started with the webAPI here: https://github.com/joschrew/ocrd-webapi-test, and then stopped, because we separated the work and I focused (maybe accidentally) on other things.
I want to continue there and already briefly started but have to find time to really start over in the next sprint
