Create Variable Recurring Payments Consent Revocation Dashboard

Note: We don't need to implement this UI. We just need to ensure all the APIs are available to allow the TPP to obtain all VRPs for a specific PSU that were created by the TPP for that PSU. We also need to ensure that these can be revoked via the /DELETE API.

We should support this journey via functional tests.

VRP allows PSUs to Revoke existing VRP agreements via the TPP application.
