Detector app does not respond with newest version of FastAPI-utils #23

@keiranbarr and I investigated and found that reverting to fastapi-utils==0.2.1 seems to solve the problem.

I'm not sure the exact cause of the problem, but using an older version seems to be an acceptable solution that will allow us to work, for now.

Workaround added in #28 but the underlying issue remains. I will leave the issue open for now.
