Known WSL bug, fixed in Windows insider previews and Windows 11: microsoft/WSL#4969

Workaround: run powershell.exe mpv.exe instead.

cmd.exe works too but doesn't support UNC paths so you won't be able to use files in your WSL file system if you do that.
