Implement new rule S6562: Always set the DateTimeKind when creating a new DateTime object.

This rule should raise when a new DateTime object is created and the Kind is not set to Local or Utc

  • Implement Rule S6562 for C#
  • Implement Rule S6562 for VB.NET
