Tests show we are not ready to support python 3.13

This because jsonschema depends on Py03 which actively checks python version

waiting for: python-jsonschema/jsonschema#1264

Note SpiNNakerManchester/SpiNNFrontEndCommon#1198 is now the blocker for python 3.13
