Move operational logic from blueprints to core

Currently, the notebook blueprints file contains a lot of logic related to backend work that are private to endpoints. This is not ideal in terms of re-usability nor testing. The role of blueprints is to handle the web part and then call on to the appropriate methods.

This ticket tracks the work to refactor that part out of blueprints.
