They're quite long and have a lot of sections, so a clickable TOC would be helpful.

Do we know what stylesheet is used to process a TCW into a web page that might have a clickable TOC? (Is it just the standard bin/teitohtml command?)

The default behaviour of teitohtml is to generate a TOC. However, I don't think it is used when the TEI-C website pages are being generated.
For my part, I think ceteicean is the way to go. Just as soon as Raff shows me how to do popup footnotes properly...

Just to repeat my earlier comment: there's a proof of concept for using ceteicean to render TEI XML website pages at my Council Minutes site : https://lb42.github.io/theCellar/tcMins/index.html
