[feature request] api 31 add /system/bin/abx2xml

[aIecxs]

starting from LineageOS 19.1 it's impossible to parse /data/system/packages.xml as the file actually is no XML file at all. I can imagine some flashable installers depend on. as it seems that is no toybox applet kindly consider /system/bin/abx2xml in future releases.
