Describe the bug
I have upgraded to WP5. When I write a new post in Gutenberg, I am unable to access any blocks other than a basic HTML one.

The + button does nothing.

I can switch back to the classic editor - but I'm unable to use Blocks.

I've removed the WP4.X Gutenberg Plugin. I tried reinstalling it, but that didn't help either.

Expected behavior
I should have some blocks there. Right?

From the screenshot it looks like you're on the code editor of Gutenberg and not the visual editor, do you have the "Disable visual editor" option enabled on your user's profile?

I should have some blocks there. Right?

@edent In this list you will only see your own "reusable blocks" if you previously have saved any.

Thanks @ youknowriad - that did the trick.

For anyone else looking for this obscure setting - it is in wp-admin/profile.php

Such a pity that Gutenberg doesn't make this obvious.
