Dragging blocks in the list view is all mis-aligned suddenly

Description

When I drag a block in the list view, the indicator is all mis-aligned. It seems to be off by 1 list item. Also, it is difficult to drag to the top or bottom - you need to be very precise.

Problem goes away when I disable the Gutenberg Plugin (though it is still difficult to drag to the top or bottom, similar to what was described in this issue #32438).

1. add blocks
2. open list view
3. drag a block in the list view
