Updgrade GCP ubuntu releases to version >= 20.04 LTS #1362

Ubuntu 18.04 will reach the end of standard support on May 31, 2023, meaning it won't receive security patches, etc.

We have a (some?) VM running 18.04. None of our existing processes will break, but it is best practice to generally keep these up to date.
