Display Off By Several Pixels with Strict Doctypes #11

On Firefox and Chrome with the following doctypes, the display is off by several pixels, resulting in the resize graphic displaying out of position, as well as a border severl pixels in height displaying below the image.

When I change the doctype to the following, it seems to work fine:
