提交资源申请的json时增加ssd/sata等选项，并在部署时进行资源健康检查 #231

比如：部署的任务需要sata，但是sata属于易坏的，部署上去用户程序也会异常退出，影响部署进度
如果在部署前进行检查，就可以避免这个问题了
