Originally opened as adobe/brackets#11815

Steps:

  1. Launch the Brackets
  2. Click Help->About Brackets

Result: The time of the build timestamp is not localized
Expect: It should display the correct date/time format of the locales

Not sure if the timestamp should be localized in general (as it can be used to distinguish between builds), but I have a POC using Intl module here: adobe/brackets@master...petetnt:petetnt/about-intl-date-time
