Originally opened as adobe/brackets#1106

  1. Open any file
  2. Click any folder in the project tree
  3. Press left/right/up/down arrows

Result:
step 2 - blinking cursor disappears from editor
step 3 - arrows scroll the tree, not the editor

Expected: Just like clicking a file, clicking a folder should not remove focus from the editor

This repros in sprint-9 too.

I've added this to the focus management user story (card #404)

This is a duplicate of adobe/brackets#2878 which has been fixed.
