Faster component download for Crypto Wallet

Steps to Reproduce

1. Clean profile on 1.10.x onwards
2. Go to brave://wallet and click on I Understand to download component
3. Takes a good 3-4 mins to download the full component during which user needs to stare at monitor

Issue seems to be fixed. Component download is a lot faster and doesn't need to wait. Verified on all platform for component 1.0.21
