Steps to Reproduce

1. clean profile
2. launched Brave using --enable-logging=stderr --vmodule="*/variations/*"=6,"*/bat-native-ledger/*"=6,"*/brave_rewards/*"=6,"*/bat-native-ads/*"=6,"*/bat-native-confirmations/*"=6,"*/brave_ads/*"=9,"*/brave_user_model/*"=6 --brave-ads-staging --brave-ads-debug --rewards=staging=true,reconcile-interval=3
3. enabled Rewards
4. loaded https://search.brave.com/search?q=nike+tennis+shoes&source=web
5. clicked on a Nike shoe entry
6. loaded https://calendar.google.com and logged in
7. clicked on the BAT icon
8. looked at the resulting popup/doorhanger

Actual result:

There's a Nike logo with Google.com Verified Creator (only in staging) checkmark.

Expected result:

Google logo, instead of the Nike logo.
