Grants notification image is missing in Rewards panel

Description

Grants notification image is missing in Rewards panel, this issue is intermittent issue. Sometimes after page reload images are reflecting properly in Rewards panel.

Steps to Reproduce

1. Clean profile 0.60.12
2. Click on BAT logo and click JOIN REWARDS

@GeetaSarvadnya are you still able to reproduce this issue? I tried creating a wallet several times (on staging as production is out of grants) and couldn't reproduce the issue. The image always appeared without any issues. Used the following build:

@kjozwiak I tried it on 0.60.16 issue still persists and reproducible. Image is missing only in Captcha popup that too i am seeing it only at the 1st visit after clicking on Claim.

Note: Open Grants notification popup is showing image always now.
