Fixes panel updates on the fly

Test Plan:

• enable rewards
• go to rewards page
• open new window
• go to youtube and select one video
• open panel
• make sure that when settings page is updated with %, panel is updated as well

Verified on tear off side by side. Percentage updates properly on videos, subsequent videos, and return to previous 👍
