submenu's not being dismissed under the kabob menu

Description

When hovering over an item with a submenu under the kabob menu, that particular submenu won't be dismissed if another item without a submenu is in focus.

Steps to Reproduce

1. launch brave 0.20.9
2. click on the kabob menu and hover over the Shield item which will display a submenu
3. scroll down to Downloads, Find on Page... and Downloads and you'll notice that the Shield submenu is still visible

The submenu of an item on the list that isn't being focused anymore should be dismissed.

100% reproducible using the above STR.
