Clicking on preferences page causes orange border around #13992

Test plan

  1. Load up Brave on Windows or macOS
  2. Visit about:preferences and click the security tab
  3. Scroll all the way down and click inside the content area
  4. You should not see an orange border (Windows) or a blue border (macOS)

Description

Clicking on preferences page causes orange border around

Steps to Reproduce

  1. Upgrade to 0.22.701
  2. Open about:preferences#security
  3. Shows an orange border inside the frame, doesn't go away when clicked elsewhere

Actual result:

Should not show any frame
